I’m currently using a 12.9 as my primary “PC”, it’s used both for work and personal use. I’ve actually used the iPad as my main computer for the past five years or so. Gone from 9.7 (pro)to 11 (2018 pro) to 12.9 (2021 pro). I also have a 2017 i7 12” macbook and a Lenovo laptop, but I rarely use them.
The screen is great on the Samsung and compared to the 11” iPad Pro that is still using IPS, that aspect is better on the Galaxy Tab S9. The expandable storage is also really nice to have and it would be great if Apple had that, but they don’t. The performance of the iPad is simply faster as their M2 chip is a beast in a mobile device.
Portability wise 12.9” is heavier then 11”. Returning to the OP’s question, if you can I would go in a store and try both tablets for a bit. Just have in mind if you add a MK or the combo touch it will make the iPad even more heavier. In my opinion as a single device 12.9” should be better.

12.9 is better for notetaking especially when it comes to multitasking. Cutting a picture of the diagram and pasting into note is much easier than 11" which feels more cramped. 12.9" is no brainer for someone who is primarily using for notetaking. The 12.9 is literally the same size as your average spiral notebook.
Some pros of Samsung Tab: Much better screen: like AMOLED is much much better display than on iPad. SPen is a bit better: it is more similar to real life pen than Apple Pencil, and it comes with the tablet. But they’re not even at the same price range. Just sold my m1 12.9” 256 Gb to big screen for me plus I got a MacBook Pro after this debacle of apple with stage manager. So I couldn’t also justify having a second big screen. If there was a iPad mini pro I would get it in a heart beat. 😁 But I might get an older refurbished pro 11” since for my used case it should be more then enough.
I have used both. 11 is definitely more portable, it is good for daily use. Easy to pick up and surf internet, light use such as online shopping etc. 12.9 is heavier than 11. When I need something quick, I use my phone instead of 12.9. However, I picked 12.9 for my work. Especially for writing with Apple Pencil.
No, iPadOS 16 still not a game changer and M2 while faster still is like driving a Ferrari in a city where the speed limit is 25mph. There’s basically two types of people who might consider waiting for the M2 iPad Pro. If you don’t have an iPad Pro at all but need one, just get an M1 today.
The iPhone is still very much a phone, whereas the iPad Mini is very much a tablet. The Mini is such a nice size to use for handheld media consumption and it does a fantastic job of being a couch device and a portable carry-everywhere type of device. The 11” is somewhat the least useful size in comparison if you have the Mini and 12.9” Pro.
